RC15 Milestone: Client settings class

Class sgClient has been created to perform the specific functions of serving as client config holder.

It will be expanded as development goes, being referenced by newer updates that require client settings.

[Higor]

The client settings class will save the client's options in Siege.Ini, as simple as that.

Options added to the class so far:

bOldConstructor
Enabled by default, displays the classic constructor model.

GuiSensitivity
0 - 1, it's the constructor GUI mouse sensitivity.

bUseSmallGui
Let's us shrink the constructor GUI size.
