Simply converts ued brushes into a mesh.

Not sure really what I think about it, cause I hate using meshes in UEd 2 to begin with, and they usually look like shit cause the lightings all messed up, but it can be really useful in bigger, open maps for cutting out a shitload of polys. After screwing with it, I realized that you can only use so many textures, and you can't adjust them.

Generally you would use mesh maker if you want to make decorations or small objects you may want to interact with, or be animated.
Decos can intersect BSP geometry without causing errors, as you can set them with various collision options they can hang in space or fall to the floor.

They will always have a cylinder for collision, so certain wide shapes my not work well for interactive objects.
