Holy shit, and I thought I had it bad on my end.

and this test was during middle of the night when everyone was asleep i was the only one awake and on the internet and it still sucks dick. ISP can never solve the issue comes from my end somewhere but they dont care obviously.

This is def an ISP issue, loss starts from the first hop which obviously has a cascading effect.
