Some brazilians using host telesp.net are banned. I will make accept policy on case by case basis. So far you and dex will be adde to accept (no ban)

Thats probably the address of his ISP. You could ban that ISP, but you'd still be banning half of brasil as it's in the capital city. Not much a person can really do in this case.
