Banned IP adresses

I've noticed a vast range of banned IP addressees:

this is probably just a fragment of the entire filtered addresses

dynamic IPs
5.144.49.X
5.144.50.X
5.144.57.X
5.144.60.X
37.19.119.X
79.176.X.X
79.177.X.X
79.182.X.X
79.183.X.X
static IPs
109.64.X.X
109.66.X.X
109.226.X.X


Some of these addresses are private and static, with no reason to filter.

Why is that ? what's the policy for address filtering ?

Dynamic list: Those are within the settlement list.

Static list: Mostly affiliated with spammers

It seems this list has many false positives, many people complaining they can't connect to servers.
Some of the static IPs are perfectly safe for example the range: 109.226.49.X.
I think it should be updated.


Dynamic list: Those are within the settlement list.
What exactly is this list ? is it published ?
I believe there are many false positive there as well, but unlike the static IPs it's debatable.
