CheckPoint bug, or hacker?

So yesterday i play this map name CTF-BT(wolf)Streetbase i think, Record was like 58.20 aprox, So i play that map for a while, and finally, i got Sever record, my sever record is: 57.83, Then today i played the map and i still had sever record, and then this guy comes in named "KILLA_MAN", And he Used a !CP to go through the map, then all of a sudden he grabbed the flag, then he set sever record in a time of 2.84(wich is a really really short time for a 1 minute map aprox) When a player uses a !Cp, they can NOT Cap the map, So im wondering how could he of capped the map when he used a !cp, or maybe he didnt use a !cp, maybe has a hack, or its a bug, Idk Cause if sever rec was, 57.83, how could he get a 2.84, thats a Huge difference, an clearly impossible.
