    huge fps drop

recently, i've got this laptop (Dell Vostro 3550) specs :
    CPU: Intel(R) Core(TM) i5-2410M CPU @ 2.30GHz
    GPU: Intel(R) HD Graphics 3000
    RAM: 3.0 GB
OS: Microsoft Windows 7 Professional Edition Service Pack 1 (build 7601), 32-bit

so here's the problem, a week or so it was perfectly fine until this day, i was having like a constant high rate of fps on most maps of UT(190-250fps locked it to 160 after having the problem), now, when i open the server list browser (XBrowser) and/or the console (XConsole) i get like 25 fps, this also happens when i get on a crowded server with 10+ players and on the siege server with or without any players

render device: OpenGl with the current settings :

Grab CPU-Z or some other CPU speed measure tool, maybe your CPU is on power saving mode and can't switch to full power?
