    If it doesn't its because people boost them, or they move themself a bit to not get kicked.. guess they are too new and havent figure out a shit how to play..

    Some players dont play but move him self some times for dont get kicked (maybe for dont loss the spot if server is full or get in on other team when come back)

    now an ape did it, he was stopped, but sometimes he walked slightly for dont get kicked... 15 minutes later he started to play
