I actually think his little brother or so was playing since only on that map he was just running without weapons into our base etc, while in other maps he's quite a good player.

DMing? This isn't Combo or whatever. DMing is totally legal in siege, yes? You get RU for it. As long as it is not repeated sup killing (spam), it is OK, yes? Second DMing remark I've seen in the last week about siege. DMing is smart siege play since efficiency counts. It's what Chis and Blaze do for a living.

If you spawn away from the supplier you can avoid being spawnkilled very easily, just run without firing or switching your weapon and the DM'er will have to watch his shots bounce off.
Usage of Spawn protection to rush to middle in certain maps, to get a strong defensive weapon or to resupply without fearing the spam is also smart play.
