Lag and slow connection

I used Comcast cable for my internet. Lately whenever I start my browser it sits there for about a minute and won't connect to any site then I get the "Failed to Connect" screen with a Reload or More Info button options. It does the same regardless if I use Chrome or IE. After it times out then yes it will load fine from there on until my computer goes idle then when I get back on it times out again first time and first time only.

In UT I notice a lot of lag, sometimes I will switch weapons and it wont fire then I switch weapons again and it will fire. Any ideas/suggestions?

You can transfer big blocks of data but connection quality appears to be low...
Have you checked your packet loss % on the game?
