alot of players like kate*bush , UT , @/\/T are abusing this bug. you can't headshot them when they are ducking/crouching . So i am requesting that this bug should be fixed asap

It's not a bug. It's normal!
Very perfectly normal in freestyle and camping sniper games.

All you have to do is shoot them a few more times, it's not that hard.

It's default in UT that you can't headshoot people while they are crouching.

but its siege, u have 150/150 (hp and armor)so u will have to shoot A LOT more so its fucked up...

aim to their body? lol if they're doing it from far away at least, if they're standing in a high place then its like camping. If it's a close encounter just use shock? not that hard, just have to get used to it
