Ping and packet loss limit?

Hello I often see people on the servers with more than 200Ping and about 8 Packetloss.
and the flicker just like the Map, are hard to shoot. but itself can play wonderfully.
one might think who was a cheat. xD Just an idea, whoever it be better to set a limit?
had earlier many servers as a limit. I believe not more than 200Ping and not more than 5 packet loss.
