I can't see it being power saving because the timing is too consistent.

This normally happens with a b/g N conflict on more than one device connected. The job of the router is to provide the highest response but it can get confused if it detects a wirless N device and another older device either not N or set to a lower frequency, this could even be a neighbour. This is why I asked what options are in the SS a few posts up, if there is 11ac in there then it needs to be changed from Auto to one of the other options which should be B/g, b or g. This will stop it hunting for devices using the 5ghz bands and solve the issue, My suggestion would be change it to b, Then repeat the ping test.

Ehm.. of course this would happen. I have been fiddling around a bit with different settings. I can't recall touching anything relevant but the issue is gone (for the moment). It might be because today is Tuesday and not Sunday when everyone is home and polluting my precious airspace.

It is possible an update did fuck it up. Try drivers direct from the vendor. But you will need to uninstall and delete driver and install from fresh. Just make sure you download it before you do that because then you're fucked - if you don't have another pc to download it onto.
I'm only able to select in increments of 25%. I set it to 75% and the speed barely dipped, ping is fine too.

    100%

Less power!! Tim Taylor wouldn't be happy.

I tried a couple of drivers before, wouldn't help either.

What are the options under 802.11 n-Mode?

also have you booted in safe mode with networking to check if it could be 3rd party software causing it?

This is a pretty common problem with many different cures annoyingly.
The options are auto and off.
Will try that if the problem comes back.

Less power means your router will last longer too. This is also the same reason why, transmission power, is causing so much 'noise pollution' everyone has it set to flipping 100% or has no idea and it is just sent out of factory with 100%.

Imagine 50 people in a garden, all shouting over each other.

Which channel your neighbor's wifi running on? If it is not 1,6 or 11 i suppose your problem is there because their channel frequency are interfering with yours hence the noise.
