It's your computer... you hold responsibility for what happens when someone is on it playing. Basicly what you're saying is if someone was cheating but it wasn't that person but another person was using his computer at the time we should unban him because it wasn't him or someone's daughter got on their computer and broke the rules that we should unban them because it wasn't him. (Please refer to the beginning if it doesn't sink in)

It doesn't matter if it wasn't you who were playing on the computer, someone broke rules and had to be punished for it. But it can't be much left of the ban now anyway..
