Hi, since I'm not an admin this season the decision is up to Silverwing and his team. I don't have the full understanding of the situation to give any official advice.

However, in my past experience, the inactivity rule was usually requested by the team to be activated, meaning self-activation is not in the language of the rule. In the past though if someone can't play at the start of the season due to technical problems, we just took them out of the season.
