Also, you have to change the folder permissions for UT for the Guest account.
Browse to the folder ABOVE you UT folder with Windows Explorer. (Usually the root folder of drive of C)
Right mouse click on the folder 'UnrealTournament' and select 'Properties'.
Next click the 'Security' tab. Click Add > Click Advanced > Click Find Now.
In the list of 'Names [RDN]', click on 'Guests', then click 'OK' and on the 'Select Users or Groups' and 'OK'.

In the Permissions for Guests click the 'DENY' checkbox next to 'Full Control' then click 'OK'. It may warn you about denying access but this is what you want to do. just click 'ok'

This will block Guests from accessing your UT folder.
